1. VHLM GMs
- VHLM GMs will be selected by the VHLM Commissioners at the time of a vacancy.
- VHLM GMs can be removed by the VHLM Commissioners at any time within their tenure for poor performance, inactivity and mis-management.

2. VHLM Player Rights
- VHLM teams now retain the rights to players that they draft in the VHLM entry draft regardless of which VHL team drafts the player.
- Player rights are held for a period of (3) seasons and when teams send the player back to the minors, goes to whichever team owns their VHLM rights.

- Low-TPE inactives may be removed from a teams roster to make room for active players at the discretion of VHLM Commissioners/VHLM Simmers
- Player rights may be traded like players or draft picks.
- Players without junior rights must pass through VHLM waivers where they will be subject to waivers rules.
- Each team may hold a maximum of (20) player rights.
- Teams may release the rights to their players at anytime. Players released while on their junior rights may not rejoin the team for a period of one season. If a player that is undrafted (in the VHL or is within their first 3 years) has their rights released, a team may use their waiver priority to claim their rights.

- Teams have a 50 TPE goaltender that may be played in the event an active player is not on the roster.
 

3. Finances - Pay for All ACT

  • There is NO salary cap in the VHLM.
  • Players drafted by a VHLM organization will be granted $1,500,000 and will usable the moment the draft is finished. 
  • VHLM Waiver players will be granted the same amount of money ($1,500,000), though, GM's still offer their services to their team and the player is allowed to choose.
  •  VHLM FA cap is 1 active player. Once every team in the league signs a FA, if anymore available come, each teams allowance will be 2 and so on. 
  • VHL team may loan (or send down) a player to the VHLM after passing through VHL waivers. This player can then be claimed by any VHLM team at the cost of their waiver priority in the >40 TPE system.  Contract length of each "loaned" player is 1 season. If a VHLM team still holds contract rights to this player prior, they can avoid having the player go on VHLM waivers and are subject to the VHLM contract previously signed.
  • If a GM tries to sign a player but does not have roster space for them (example, they're signing to trade for assets), the deal could and may be denied and vetoed by one of your VHLM commissioners. 


4. VHLM TPE Restriction
- Players with VHLM rights must have less than 200 TPE, (175TPE + 25 Banked) at the beginning of the VHLM season (Game 1) to play in the VHLM after their draft year. If they are at 200 TPE and above, they must clear VHL waivers before they can be sent down to the VHLM.
- A player is only eligible to be signed by a minor league team if, he is under 115 TPE and is not under contract with a VHL team. They must still clear VHL waivers before they can be sent down to the VHLM.
- Any player that is recalled to the VHL during the season must have less than 200 TPE to be sent back down to the VHLM again.
- TPE restriction includes banked, unclaimed TPE as well as obvious signs of circumventing the VHLM restriction rules.
- Penalties and exceptions are subject to the discretion of the VHLM commissioners.

Any recreate over 30 TPE will have the subsequent TPE after 30 banked upon creation.

Example: Franchise Cornerstone is created with the max 75 TPE carry over. His player page would read (S53) C - Franchise Cornerstone, TPE: 75 (45 Banked).  

The Banked TPE will be accessible after the player has made it to the VHL. 


5. Waiver Slots
- Each VHLM team has an unlimited number of slots for players picked up from both sets of waiver systems (see VHLM Priority Listing).

6. VHLM Achievements
- Before the end of the VHL playoffs, players that want to and are eligible for TPE bonuses from the VHLM must declare in this thread their PRIMARY stats for tracking. These stats will then be tracked for bonus TPE and can be declared anytime throughout the season.
- The VHLM Achievements thread will be opened immediately following the Trade Deadline.
- Unless a declaration is made in this thread, players will not receive bonus TPE at the end of the season for their achievements. This thread will be locked upon completion of the VHL playoffs.
- Inactive players cannot have their declarations be posted by their team GMs.

- All members will receive a minimum of 10 TPE on their achievement tracker, regardless of stats. 

- The following stat achievements can be declared for skaters:

Assists
Points
Hits
Shot Blocks
+/- Rating

Forward Achievements (Choose 2):

Goals/10
Assists/12
Points/10
Hits/30
Shot Blocks/15
+/- Rating/6 (Above +0)
Fights 2 points per fight

*Please note that goalies do not select any choices, but must submit a bonus TPE declaration

7. VHLM Practice Facility
- Each week a new thread will be posted for each active player in the VHLM to have the opportunity to post to gain 1 TPE

- To claim the 1 TPE, you must post in three VHLM game summary's during the week. You then link the posts you made in the VHLM Practice Facility
- If you miss posting in a thread, after it becomes locked you may no longer claim points for that week
- When claiming points, please link your post in the thread to your updates thread.
- The 1 TPE will not count against the weekly TPE cap as the overall amount of minor bonuses that can be earned has been reduced to accommodate this .
- VHLM GM's cannot claim points for inactive players
- Practice facility points may not be banked.

8. Trades
- Each trade must be publicly accepted by each team's VHLM GM. Please post a new trade in a new thread in this forum.
- Future conditions may not be included in trades
- Draft Picks may only be traded one season in advance
- A traded player may not be reacquired within a 6 week period
- At the conclusion of a trade a VHLM Commissioner will lock the trade thread.

9. Releasing Players
- The team will take a cap hit of half the players annual salary for each year left on their contract
- If a player is bought-out by a team, they cannot be re-signed by the same team within the same season. If this happens in the off-season it will be tagged over until the next off-season

10. VHLM Priority Listing

- There are two sets of waiver systems: Players with less than 40 TPE, and players with greater than or equal to 40 TPE.

- Claims and waiver priority in one system does not effect the other system.

- VHL Players must be declared for the VHLM waiver in order to be claimed and follow normal waiver rules.
-All eligible players’ threads will be posted in the draftee section or the create a player section until their thread is re-made. The basic process is that the team with the highest priority will be able to claim the player they wish. Any team may place a claim on the player, if multiple teams put in a claim for the same player, the team that is the lowest in the standings will be considered to have higher priority and will claim the player. Only 1 player may be claimed at a time.
- The eligible players will be listed in this thread as they join. To put in a claim, teams must reply in the waiver thread. The claim period starts at the first claim and goes for 24 hours. During this time, any other team may place a claim.
- 24 hours after player creation, if a player has not been claimed, they may be claimed on free waivers, which does not effect a team's waiver priority. 
- Teams may only place ONE claim at a time per system.
- Waiver priority is determined by their place in the waiver standings at the time the claim is being processed by the admin. Lowest team has the highest priority.

11. Waiver Order
- At the beginning of each season the Waiver Rights order for VHLM will be determined by the previous seasons overall standings. 

12. Draft Picks
- At any point during the season a VHLM team can hold as many draft choices in the first two rounds for any given VHLM Dispersal draft. However, at the beginning of every draft the team is only allowed a maximum of three picks in the first 10 picks.

 

13. VHLM Free Agency

- Each team may sign one active free agent each season.  The active free agent must fit the tpe requirements and post their acceptance.  Free agents may only be signed for one season, and cannot be traded. Free agents can be found in the regular posted free agency thread.
